Safeguarding Policy

Introduction 

At Eman Development Programme, we are committed to upholding the highest standards of safety, welfare, and wellbeing for all participants of our scholarship programme. While our students are young adults (aged 18–23), we recognise the need to provide an environment that is spiritually uplifting, emotionally supportive, and physically secure during their time abroad in Egypt. Our approach to safeguarding is rooted in Islamic values of mutual respect, amanah (trust), and compassion, while also aligning with safeguarding principles as outlined in relevant UK and Egyptian guidance. 

1. Equal Care and Opportunity 

We believe that all students are deserving of equal attention, support, and opportunity, regardless of background. Our team is trained to ensure that no student is overlooked or neglected. We take care not to focus disproportionately on a minority, but rather maintain balanced attention to all students. 

2. Duty of Care and Vigilance 

The Eman Development Programme team, particularly our local coordinators and pastoral support staff, have a duty of care to all students. They are often in a position to observe behaviour outside of class hours and are trained to spot signs of emotional distress, neglect, or concerning behavioural changes. These signs may include, but are not limited to: – Withdrawal from peers – Decline in attendance or participation – Expressions of extreme emotional difficulty – Sudden changes in attitude or conduct  Staff will respond with sensitivity, confidentiality, and appropriate escalation. 

3. Safe Relationships and Boundaries 

We promote respectful, cooperative relationships between students and staff, and among peers. Staff are always accessible to students, and avenues for students to raise concerns privately are made clear during orientation and via posted notices in residential spaces.  All personal relationships between students and staff must remain within professional boundaries. Any perceived misconduct will be investigated thoroughly. 

4. Safe Recruitment 

All Eman Development Programme staff, mentors, and volunteers undergo appropriate background checks (e.g. DBS for UK-based staff) and safeguarding training. Any guest speakers or external facilitators are vetted in advance and are always accompanied by a staff member when interacting with students.  In addition, we are highly vigilant during the student application process. Our clear and transparent application system is designed to help us identify any potential risk factors early on. We operate a robust referee process, a two-tier interview process, which includes a pre-departure training phase and a family–student consultation meeting, allowing us to raise and address any concerns before a student joins the programme and  ensuring that each student is suitably vetted and appropriate for the environment we provide.   

5. Preventing Harm and Abuse 

We take seriously all forms of harm, including physical, emotional, and peer-on-peer abuse. This includes: – Bullying: Whether verbal, emotional, physical, or online, bullying is not tolerated. All concerns will be listened to, recorded, and acted upon. – Radicalisation: Any behaviour or influence that promotes extremist ideology will be addressed immediately in line with our safeguarding procedures and, if needed, in consultation with local authorities.    Students are encouraged to report anything concerning either about themselves or others in confidence. 

6. Pastoral Support and Counselling 

We maintain open channels for students to seek help, whether from programme coordinators, mentors, or our designated Independent Listener. Students are made aware of who they can turn to through orientation, printed materials, and regular reminders.  When necessary, students may be guided to external Islamic counselling services or receive tailored pastoral plans to support their emotional wellbeing. 

7. Secure Living and Learning Environments 

Accommodation is regularly checked for safety, hygiene, and access control. Staff are trained to supervise common areas and ensure students are safe, especially in the evenings. Room arrangements are based on mutual comfort and requests are taken into account at the start of each term.  No unauthorised visitors are allowed access to student living quarters, and procedures are in place for emergency situations, curfews, and movement tracking. 

8. Communication and Family Contact 

Students are encouraged to stay in regular contact with their families. Scheduled times and spaces are provided for this purpose. We also encourage families to remain engaged with the pastoral progress of the students through appropriate communication with staff. 

9. Monitoring and Feedback 

Students are periodically invited to provide anonymous feedback through surveys or feedback boxes. Regular student wellbeing reviews are conducted by the Eman Development Programme team. Where concerns are raised, they are documented, discussed, and followed up promptly. 

10. Staff Training and Responsibility 

All staff receive safeguarding induction upon joining the team and attend annual refreshers. This includes recognising signs of neglect, abuse, mental health concerns, and maintaining professional boundaries.  Matters of concern are discussed regularly in team meetings and any student flagged for concern is monitored carefully. 

Conclusion 

At Eman Development Programme, safeguarding is a collective responsibility rooted in our Islamic values. We seek to create a safe and nurturing space for young Muslims to grow spiritually, emotionally, and intellectually while studying abroad.  May Allah guide us in upholding our duty with ihsaan (excellence) and protect our students from all harm.

The vision of Eman Development Programme is to provide a transformative educational experience that focuses on memorising, reciting, and understanding the Qur’an, while developing proficiency in Arabic. With a wide range of courses designed for learners at all levels—beginner, intermediate, and advanced. The Academy is supported by a network of respected scholars and educators committed to making authentic Islamic knowledge accessible to all. 

Building upon the foundation of Eman Academy, Eman Development Programme was established as a stand-alone, one-year, fully funded scholarship programme. Though distinct in its structure and setting, the scholarship benefits from the strength and resources of the Eman ecosystem, ensuring a high standard of both academic and spiritual development.
